Why do we have a bunch of tagged versions without any releases?

I can’t speak for all of them. One was mine (just made) and is a behind-the-scenes code refactor and cleanup without any new features. There’s no need to push it out fast; it can go along with the next delivered feature set. But it was a method signature change in OSS that needed to be adjusted for in cloud, so it needed a version number.
