Github fixed their most annoying issue when you have dependent branches

now it changes the base instead of closing PR of downstream branches

i've found it's kinda unreliable though. often times it does this automatic switch and then the PR diff is totally insane because you still ned to rebase / merge master into your branch for it all to make sense again.
