Are you getting the link from the dashboard?  The system wide issue right now also says storage is impacted, but I'm skeptical that is your issue.

no I am getting the link using the `getPublicUrl` method listed in the docs

Is the bucket public switch turned on?   GetPublicUrl just builds up a path, it does not check if it is really a public bucket.
