My concern is if there is a way to make those request via multiple IP to avoid IP ban for service that limit the number of request per IP.

find yourself a proxy and configure it using the params of pgsql-http

It is possible you can use multiple proxies to make sure each one has a seperate IP.

Depending on the proxy it may be necessary before each time you make a request randomly configure pgsql-http to use a different proxy.
