the way we've split it up - anything that depends on vscode apis goes into the plugin. anything that isn't should go outside.
ideally, dendron's core functionality should be editor agnostic (there are some folks that are investigating sublime and vim extensions for it).
did you have something specific in mind when you say expose as an 'event'?

@User Well, was way far from dendron's functionality set, but note creation and hierarchy management has pretty good. Included as well scratch notes and journals
