we don't directly support this yet. you could have a canonical tags hierarchy, eg.

#tags.c.startup

, and have links from the non-canonical tags into this tag meanwhile, we have this issue for alias notes (https://github.com/dendronhq/dendron/issues/128) which you can upvote that more directly addresses this usecase
